New Horizons

In 2019, Family Promise of Lawrence in partnership with the Lawrence Douglas County Housing Authority (LDCHA) through funding from the City of Lawrence Affordable Housing Trust Fund began to work with families sheltered at the Lawrence Community Shelter (LCS)  with housing readiness and case management supports.  The housing case management supports provided by FPL include housing readiness, housing application help and advocacy, income enhancement and job readiness skills and supports, sustainability, financial budgeting skills and opportunity to participate and qualify for all other FPL programs. The program includes all families being sheltered at LCS or on their wait list, and those who previously were housed through the New Horizons voucher program with case management visits and supports in the home.  Qualified applicants are awarded a voucher through this program by the LDCHA.

How Does New Horizons Work?

The New Horizons program participants are sheltered at the family shelter at LCS, are on the waiting list for emergency shelter, or are residing in permanent housing through a previously issued New Horizon’s voucher at the location of their choice throughout Lawrence. Case management staff assist these families in applying for the New Horizons Voucher Program. When new funding is available, qualified families will be issued subsidized housing choice vouchers, working with private landlords to rent units at the location of their choice throughout Lawrence.  Case management supportive services may include:

  • Empowerment based case management with a wraparound services focus
  • sustainable housing focus and housing readiness
  • employment supports and job readiness
  • budgeting supports and financial literacy
  • rental readiness
  • referrals for medical and mental health services
  • additional referrals to supportive agencies as needed.
  • Life skills classes with a biopsychosocial perspective
  • Supportive recovery services
  • Peer Advocacy support
  • Keys to Good Tenancy rental education
  • New Beginnings Financial Literacy

Please consider supporting the New Horizons Program by one of the options below:

  • Financially support the program with a designated gift to FPL to support case management supports for New Horizons.
  • Tell your friends about this program – especially your friends that are landlords!  Help us get the word out and to landlords who would be willing to rent to families with a housing voucher.
  • Organize an event to learn about Family Promise Programs through your congregation, business, civic organization, small group or home with friends and family and invite us in to talk about local family homelessness and the FPL response from prevention through crisis and into sustainability!
